I have heard it spoken in different movies quite a few times, but it was hard to derive the spelling from their pronunciation of it!  --RJ--

It may appear in one of Dickens' books.

Well, "here" is how I arrived at "here here", not having ever seen it in print.

I had heard it the proverbial million times throughout the years in tv shows, movies, cartoons, radio broadcasts, etc.  To me, it always seemed to be used the same way as "amen" might be used in church or other places - to affirm and agree with what the speaker said.  It made sense to me that the person saying "here here" was intentionally calling attention to himself; that is, he was letting all present know that "here is another who believes the same way".  That's why "here here" makes the most sense to me.  I suppose "hear hear" would make sense if you view the person saying it as intending it to mean an imperative command, "hear what the speaker is saying".

I think you have hit the nail on the head -- more or less a show of agreement to what the speaker has said and a call for others to hear it.  Seems to be more one of those British or Colonial type things and the last time I saw a clip of Parliment in session, they were still saying it when they weren't mosning and hissing.

I guess the equivalent now in the Country might be, "I hear ya, Brother -- did ya'll hear what he just said!"  --RJ--
